Evaluation of a child rights project in India
Kindermissionswerk 'Die Sternsinger' e.V. is international child welfare organisation of the Catholic Church in Germany, based in Aachen. Our largest campaign is the Carol Singers’ Campaign, which we organise together with the BDKJ (Association of German Catholic Youth). The donations entrusted to the carol singers benefit children in Africa, Asia, Oceania, Latin America and the Middle East through the project work of our partners worldwide.
For the evaluation of a child rights project in India we are looking for Evaluators (f/m/d). Ideally, the evaluation should take place in the first half of 2025.
Project background
In a resettlement colony of slum dwellers from Delhi, the local catholic organisation uses a child rights-based approach to run a "Young Leaders" programme to empower and strengthen children to stand up for their interests and demand their rights in a development-promoting environment. Activities include the formation and strengthening of children's and youth parliaments, the establishment and maintenance of centres for the holistic development of children, awareness-raising and training on children's rights, networking on children's and youth issues and crisis management in case of need.
Purpose and use of the evaluation
The evaluation should scrutinise the effectiveness of the project work and provide impetus for the promotion of an impact-oriented working method, the further development of an M&E system in the project and the development of a regional and, if necessary, supra-regional funding policy on this topic for Kindermissionswerk “Die Sternsinger”. In addition, the question is to be answered as to whether child protection can be guaranteed within the framework of the project activities and strengthened in the municipalities through the project.
Requirements
A team of evaluators consisting of an international evaluator in the lead and a national co-evaluator is planned.
The main evaluator is expected to have sound, proven knowledge of the methods for professional impact evaluation and at least regional knowledge. Business fluent English is expected. Knowledge of child rights and child protection issues in the local context is an advantage.
The national co-evaluator has a proven technical specialisation in the areas of children's rights and ideally child protection, as well as extensive country or regional knowledge in these areas.
Organisation
The methodological concept based on the ToR as well as a cost and time schedule shall be proposed by the main evaluator and agreed upon with Kindermissionswerk "Die Sternsinger". We welcome the application of teams, but this is not a prerequisite. The contract is drawn up by Kindermissionswerk "Die Sternsinger"; the main evaluator is responsible for reporting.
The guidelines for child protection of Kindermissionswerk "Die Sternsinger" apply to the implementation of the evaluation, as we work with and for children.
